The insurance industry is one of the most heavily regulated categories of business in the United States.  State and local governments can impose all sorts of rules on companies wishing to sell policies there.  You may find insurers in your area are prohibited from offering you more than one type of policy.  They may reason it protects you from being prodded into buying insurance you don't want or need.  In this case, however, it means you are being kept from protecting yourself.
