TO THE HMO PROBLEM
We've all heard the horror stories; a girl dies because her insurance won't pay for experimental surgery; an octogenarian has to make do with the medications available in his HMO's formulary, rather than more effective drugs his doctor recommends; a long, annoying wait for routine care.
The reason is obvious; while an HMO may contract to provide you with medical care, it has no stake in your heath or well-being.  Its primary goal being to earn money, it will bring its costs down any way it is allowed.
We've also heard proposals on how to fix the problem.  New regulations, new laws, new ways of forcing insurers to cover the costs.  Some ideas are promising, such as making HMO expenses tax-exempt, letting individuals pick their own insurer.  Others, such as Medical Savings Accounts, simply make one's health decisions more onerous.
